There’s a lot of concern about preparing appropriate pitches in county cricket, but if you really want a team who have relevant experience in the conditions England will play in, just having them play competitive cricket in the countries England play in would seem to make sense. Which is not just the pitches, but the climates/touring logistics/workload/etc.

Not great from a county perspective, of course. Absolutely horrible from a county perspective, in fact.
